Very weird behavior when assessing Microsoft websites

Hi,

My IE7 browser shows this error message when I assess any microsoft website:

403 Forbidden
The following error occurred: Access denied by access control list.
Could not open error file

I hit refresh or close/reopen browser, but still get same error msg. Problem
is this situation is very unpredictable, sometimes I can assess Windows
newsgroups (which is what i'm doing now), sometimes I can't! It's so
frustrating...Someone pls tell me what's wrong...need help pls...
