Cant access some websites

I can access to most websites but except for some. When i try to access them,
i will get either of this messages:
403 Forbidden
The following error occurred: Access denied by access control list.
Could not open error file
or
Access Denied (policy_denied)


Your system policy has denied access to the requested URL.


For assistance, contact your network support team.
Any help will be appreciated.

I am sorry but can u help me as i dont understand some parts of the
troubleshooter.
1.How do i check if there is web filtering blocking the site ?
2.How can i check if the windows update site is damaged ? Can i just
redownload and install it back to solve the damaged windows update site? If
so can u please provide a link for download.
3.Can i also redownload IE to fix possible errors ? Please provide a link
for IE dowload too.

Are you a limited user? Check with administrator that he hasn't put a policy to
prevent you from accessing certain websites. Also check if the content
filter is enabled. If it is, login as administrator and disable it.
