On attempt to download I am getting-
You don't have the credentials to download/see this page.

HTTP error 403- Forbidden [ am using winxp pro]

just like its telling you. You don't have those rights see if you can change
your user rights. Some times fire walls can do this as well.

What web site is it? Sounds like you don't have the right
password/permissions.

It's a standard error especially on govt puter systems where you don't have
authorized access to that area and have been blocked and logged.
