problems using SecuredSettings.startprogram

Hello, When i use the property StartProgram, so when i logon call an
application, it says that i am not allowed to log in, but using same user
account, without the property so it runs de windows desktop, works perfectly.
Any problem?

Server is windows 2003. Which is a DC.
 
Even i tried to put the run application in the environment tab of user in
active directory, and always same error!!, the user i try to dont have
problems is the administrator.
