Problems setting permissions

I am trying to password protect a page on my website. As I understand it, I
need to create a subweb (presumably by converting a folder to a web), then
click tools and server. The problem is that for some reason the server button
remains gray. I need to know how to access this server option, and if I am
doing anything wrong thus far.

You need to be logged onto the remote site / server for the options to be active.
Also your host has to have your account set so that you can manage permissions.

I just contacted my host and they said that I should be able to set up
permissions on my site. I have logged on and tried it, like you said, and it
still doesn't work.
What else might I be doing wrong?

It says FrontPage 2000 but it applies to all versions

Then you need to check with your host and see if they allow you to set custom permissions.

Also, what kind of server and server OS are you hosted on??
