Problems creating user accounts in Frontpage 2003

I'm trying to set up a sub-domain on my website with separate permissions,
but whenever I try to add a user to the account I get a message that says
"The maximum number of user accounts for this virtual server has been
reached" and it goes on to say that the quota needs to be increased. I called
my host provider (godaddy) and they say that is a setting on my end that I
need to change, while I'm pretty sure they need to change something in there
front page extensions.

My question is who is right and what has to be done to fix this.

They *may* be right, depending on how they have things set up in the Server
Extensions, and how they allow you to access it. As to what has to be done
and where, you'll need to have them tell you.

But, good luck, we continually see nothing but bad reports and problems
about Go Daddy posted here.

That's really strange that GoDaddy would say that it's on your end. It's
their virtual server so the error must be coming from them, especially since
permissions are edited live on the server and can't be done on a local copy.
Unfortunately, we've seen far, far too many issues like this where GoDaddy
support is unwilling to acknowledge that the problem is on their end,
uneducated, or doesn't want to take the time and throws it back as a user
problem. You may be better off trying to find someone who is focused solely
on the hosting industry. GoDaddy's initial experience is as a domain name
registrar, not exactly the pedigree to do quality hosting as they simply
want to be a one-stop shop for the average user.

If you do wish to look into alternate hosts, I've had excellent luck with
the following: CrystalTech and Brinkster. Also recently had great luck with
EasyCGI but have not published to them using FrontPage features yet.
