Problems booting up system

Hello, my computer has problems booting up and i have no
clue what to do.

It goes thru the normal booting up process but when it
reaches the boot screen with the green progress bar it
freezes up and won't continue. if i go into safe mode, i
can boot up but it displays the following messages.

WinLogon.exe Entry point not found

The procedure entry point AssocIsDangerous could not be
located in the dynamic link library SHLWAPI.dll

after i click continue it shows the following message

USER INTERFACE FAILURE

The logon user interface DLL msgina.dll failed to load
contact System Administrator to replace DLL or restore
it


the only option given is to reboot my system, i tried
everything but it would just freeze up at some point or
give the above messages

i need help! thanks in advance ;)
