Problems at startup

I am having a problem starting up my PC. I have been unable to determine if this is a Windows problem, or maybe a hardware problem.

When I turn on my PC, before it finishes loading windows, it just shuts completely off. And I must wait a min or two before i can even turn the thing back on. I have tried starting in safe mode and restarting from there. Sometimes i get windows to load and sometimes not. I have also tried restoring to previous dates, I am not back to 2 months ago, but still havign same problem.

Can anyone help me?
 
Classic symptoms of Power Supply going flaky.
