Problem with publishing QUICKTIME video files, get "Access denied"

Hello, I use FRONTPAGE 2003 and have successfully published 7 or 8 minute
Quicktime video files (I use YAHOO servers) but now having trouble. First,
concerning the ADOBE PREMIER ELEMENTS 2.0, had problems exporting QUICKTIME
files (audio/video became out of synch towrds end of file)
Finally resolved that but still receiving "ACCESS DENIED" I was using the
SERONSON 3 codec. Also -

1) At one point could publish the small, default size quicktime (from Adobe
Premier Elements 2) but not a bigger sized frame
2) Tried other CODECS (animation, plantar), received "Access Denied", only
Seronson or Seronson 3 worked. Have re-installed FP, ADOBE, and also talked
to YAHOO about it (they don't know). Something tells me I need a super

A few guesses:
1-The file is too big to upload
2-You're out of room on your server plan
