Problem with msconfig ... what did I do?

So, I was working with my brother's computer, running Windows XP Home
Edition. In trying to track down something, I ran msconfig, put it into
selective startup mode and unchecked a few of the things under the startup
tab. So far, no problem.

The problem is that now I can't get it to go back to normal startup. I run
msconfig, check the normal startup radio button, click ok, am prompted to
restart the computer, and click ok to that. The computer restarts. I run
msconfig again, and it's right back to selective startup, with the things I
originally unchecked in startup, still unchecked.

The problem is that some of the files in startup seem to be required for his
McAfee and AOL to run properly. I broke my brother's computer! Any ideas
what's going on?

[[Note When you click to clear a check box for an item or a line, the
Selective Startup option on the General tab is automatically selected. ]]

Open the System Configuration Utility (msconfig.exe), click on each tab and
place a check mark in any check box that you had previously cleared. Click
the Apply button under each tab that you make any changes on. Under the
General tab make sure that Normal Startup is selected before you click Apply
and then click OK. Do not reboot until you are finished.

You probably do not want anything selected under the Boot.ini tab

In the interest of keeping it short last time, I left out a couple of things
.... among them, the fact that I had tried what you suggested. Just to make
it clear what I mean: I did try going back to the startup tab and making sure
everything was checked, did "apply", and then went back to the main tab to
see that normal startup was now selected. Then clicked okay and restarted.

I also tried just using the enable all button on the startup tab, then
apply, and oK/restart.

Also tried doing apply, exiting without restarting, then restarting--or,
alternatively, shutting down the computer entirely then starting it up again.

So what still happens is that it appears to work--at the time I hit the OK
button, the normal startup radio button is active, and all boxes in the
startup tab are checked. But, when I restart and go back, it will be still in
selective startup (or there again), with some boxes under the startup tab
unchecked.

Anything else I could look at?
