Problem with Index in Help and Support

I have several machines in my environment that are encountering this problem.
When I go to start, Help And Support, And click on index in the toolbar, all
I get is a red X like there is a broken link. When I right click on it and
select properties, it lists the Address as
hcp://system/panels/subpanels/Index.htm . I've searched the hard drive for
this, and it appears this should be under %windir%\PCHEALTH\HELPCTR.... I've
also confirmed the existence of this file, and copied another copy of the
HELPCTR folder over from a working PC with no luck.

Does any one have any input on how to resolve this?

Help and Support Center Index is blank with a Red X mark:
