problem with help and support

I have just reinstalled XP after suffering head crash resulting in
having to get new HDD. I now find that if I click on start and then
click on help and support nothing happens IE help and support screen
does not come up.Can somebody please help

I have checked in services.msc and help and support is listed, and is
on automatic, and has started, but when going to start and clicking
on help and support nothing happens. Can you give me some ideas of
where to go from here
