Problem with Drag and Drop in XP

Hi,
got a strange problem that seems to have happened with an install of
XP. Basically when you try to drag and drop a file from one window to
another, it just drags the 'current' window and wont let you drag it to
the other window/desktop. So far I've tried creating a new account,
ensuring that drag and drop is ticked and re-registering ole32 and
shell32. So far nothing has worked. Any ideas (besides a reinstall ) ?

The plot thickens, also noticed that when i try to select a range of
cells in Excel, rather than select the cells it acts as though you've
tried to select it and then copy it straight away.
