problem with direct connection between win98 and win2000 PC (win2000 can see & access win98 and fold

At home, I'm trying to connect 2 PCs (one with win98 and the other win2000)
directly through their lan cards but I'm having problems with the
connection.
In both PCs, the C drive (and some folders) are shared.

From the Win2000 PC, I can see and access all the shared folders in the
Win98 PC.
But from Win98, I can't see anything in the Win2000 PC (although I see it
through Network Neighborhood). I can see the win2000 PC through Network
Neighborhood from win98 PC, but that's it.
When I double-click on the win2000 PC from the Win98 PC, it asks for a
password to access \\RAMBO\IPC$ (the PC's name is RAMBO, but I don't know
what IPC$ is). I also try to ping the win2000 PC, but it fails. Pinging the
win98 PC from the win2000 PC is successful.

They both have the same workgroups.

What could it be?
