Problem with .chm help files: no display

All of a sudden, opening .chm files gives me "The page cannot be displayed"
error.
Any idea how to fix this, please.

Try Internet Options> Advanced. Scroll down to the security section (at the
bottom). Check box to allow active content from local files.

Thank a lot, Ramesh, but MS's explanation for the network is too complex for
me to understand. I have no problem opening .chm on my local drive, but with
my USB drive MS's explanation #2 doesn't work.
Is there any relatively easy way to fix this prob for an USB drive?

USB thumb drive or an external hard drive? I have a thumb drive here and can
test for you if you provide me a link to download the CHM.
