PROBLEM when creating user account in W2K Pro! HELP !

Hye, i have problem here.. I just created a user
account "Johny" on Windows 2000 Professional.
and then, i log on as the user account "Johny".
the problem is, when "Johny" double click at the My
computer or control panel the function didn't call..
(nothing happen).

why was that happen ?? anybody here knows why???
 
Try giving Johny admin rights on the box and then see if
they open. If they do then your local security policy is
to tight.
 
yes.. it's work when i put Johny as administrator..
so, that mean the local policy?
which local policy it point to?
