w2k pro manadatory profiles

Working on a W2K pro (SP4) client I create a user calle hh.
Log in as the user - all is fine.

Log in as admin and change ntuser.dat to ntuser.man for the
hh user created above. Log in as hh and change desktop
appearance . This should not remain. I log out and back
in. Profile is still accepting changes.

WHY??

I works sometimes as is normal with windows products. Has
anyone had this happen? Did you fix it? How?
