Problems creating a mandatory users profile

We are trying to setup a mandatory user profile on a
laptop that is not on a network. The operating system is
Windows 2000 Professional. We arrange the desktop icons
and background the way we want them under the targeted
user profile and change the NTUSER.DAT to NTUSER.MAN. The
icons are kept in the all users profile (this is not the
targeted profile). When we change the icons on the
desktop and restart the icons don't go back to the initial
location that was setup in the mandatory profile.
Could anyone give us a step by step layout of how to
create a local mandatory user profile on a local machine?
