Problem using OE within Outlook 2003 1033 folder displayed instead

I recently purchased Office 2003 Professional and everything seemed to be
OK, until I tried to access OE from within Outlook. Instead of it opening
the newsreader portion of OE, up popped this folder
<root>:\Program Files\Microsoft Office\OFFICE11\1033, so somehow the link
appears to have been broken. I deleted the old news shortcut (it had been
created as per the help instructions, by dragging the link from the 'Go'
section of the customise toolbar box. )However, when I went to add it again,
it was MISSING, there was no 'news' link anywhere to be found under any
section of the customise toolbar box, however, had it been there, I very
much doubt it would have fixed the issue, anyway.

The only way I can 'force' it to function normally is to completely
uninstall Office, reboot, reinstall and it's fine until the next reboot. I
have searched the KB exhaustively, but have found no reference to this.

Any solutions, as I don't fancy having to go through this rigmarole every
day!

P4 3.2GHz HT
1GB RAM
9800 Pro 256MB GPU
320GB HD (partitioned into 2x55GB and 2x93GB)

I have since found several similar issues via Google (sorry I broke one of
my golden rules there) and it appears to be a bloody large Hercules beetle,
never mind a bug. So I'm not going to bother - it's obviously just another
loose thread in the blanket that is Office - I hope nothing else will
unravel.
