problem starting windows xp

i cannot get past the start-up page (i think that is what
it is called). i tried to get into safe mode, but
cannot. nor can i get into any other mode. it is asking
me to reinstall hal.dll.

i cannot even get it into last known good configuration
or reboot or anything.

please help. any help greatly appreciated.
