hal.dll error windows won't start

I can't start Windows XP. I get the message that I have to start in
Safe Mode, Safe mode with networking, command prrompt or Last known
good configuration. I try to choose one of these but then I get the
message that the hal.dll file is missing or corrupt and I should re-
install it.

I'm lost. I can't get Windows to start ever, now.
