Problem Shutting down XP

When I try to get on to outlook express it sometimes fails to open, but if I
try again It sometime does open . I can use thhe internet without problems
but when I shutdown a grey box appears. IE.Explore.exe is running and it
asks me to end now. I click 'end now' but the box can re-appear the same
amount of times that I failed to open outlook originally, sometimes seven or
eight times. Can anyone help ?
