problem sending or receiving mails

hi, i recently started to use Microsoft Outlook to receive and send email. I
set up an email account for my existing hotmail account.i choose HTTP as my
server type, my email address as my Email-address and user name for login.
However, i cant receive or send email. i keep receive an error message :
'Unknown error 0x800CCCF4'. why is this so? thanks

You must pay for Hotmail Plus to use Outlook or OE with new Hotmail accts.
Use your browser for free instead. Use Outlook with your POP acct.
