Problem saving or running downloads with Windows Defender installe

With Windows Defender installed I cannot download any files using Internet
Explorer. I get the usual download dialogue box asking if I want to Run, Save
or Cancel. Files appear to download as normal but the files are not saved or
run. (The usual download dialogue box just disappears at the end of the
download eventhough "close dialogue after download completes" is not
selected.) I have uninstalled Windows Defender and the problem disappears, I
can run or save downloads again as normal. But with Windows Defender
installed I cannot download any files. Is anyone else having this problem?
Any fixes?
I am using Windows XP Home SP2 with all latest updates
Windows Defender Version: 1.1.1051.0
Engine Version: 1.1.1185.0
Signature Version: 1.0.0.0

Further response.
Downloads do occur for me, but there seems to be a problem at the end of the
download (when the temporary file is being copied into the final directory)
where the process takes an inordinately long time.

Yes problem appears to be when the temporary file is being copied. Also just
noticed that sometimes the files I try to download do appear in the selected
folder but ages later. In Outlook Express I can't open or save attachments. I
get the clear error message "Outlook Express - The command failed to
execute". Again this is only with WD installed.
