problem restarting/starting a Microsoft Common Console Service

While trying to setup a site in Dreamweaver, I got the error message " Server
Busy."
I found that the most probable culprit is the "service" ' World Wide Web
Publishing' located in Administrative Tools/Services/World Wide Web
Publishing.
According to Dreamweaver, the service's status should be" started." All
other service statuses in the module are " started" but the www publishing
status is " starting." If I right click on the service, the options for
starting stopping restarting pause etc are all greyed out and not available.
How do I restart this service?
My OS is Windows XP.

Did you ever find an answer to your question? I have the same problem with
the w3svc (World Wide Web Publishing service) only saying "starting".
