Services will not start

I have been a PC tech for 8 years and I have never seen this.

A lady brought me a PC running XP home. Gateway P4 512 meg ram that
will start up but will do nothing useful.

Inquiring what the complaint was and asking what she was doing when
the problem started I found that she had bought Printmaster 17 from
Broderbund (downloadable version) and was trying to install it.

In the instructions it said to start msconfig, go to start up and
disable everything there. She did and restarted the computer and the
trouble started.

On inspection I found that jaus about all services were stopped. I
restarted all items in the msconfig startup section but the services
did not restart. I tried to restart them manually but they will not
restart. In fact the start selection is not available.

When I go to properties and try to change the properties I get a
message that the Plug and Play service or another service is not
available.

Well DUUH! it isn't started and I can't get it to start.

Has anypne run into this and how do I get around it.

I would just wipe the computer and reload it but I cannot get the CD
to record so I can back up the files. It won't connect to the network
either.

Your first step should be to examine the Device Manager in
the Control Panel. Is the USB Controller installed? Enabled?

Next you must examine the Services list (services.msc). Are
the various services enabled or disabled? Can you start them?

To see some error messages, you could attempt to start
the missing services from the Command Prompt:
net start "Universal Plug and Play Device Host"

Lastly, consider scanning for viruses/malware, and restoring
the system to an earlier point with System Restore.

I believe the NET command works with only a subset of system services (eg,
it will not start Plug/Play or Event Log if they were disabled) and will
unlikely be of any use in this situation. The SC command is preferable
because it directly accesses the SERVICES.EXE service controller and is a
superset of the services.msc snap-in.

There is no need to reinstall Windows. If one can boot the system and get to
the command prompt, one can solve the problem. First, reconfigure MSCONFIG
so that it has no control when rebooting the system. Then issue the
following three commands from the Command Prompt:

SC config PlugPlay start= auto
SC config RpcSs start= auto
SC config Eventlog start= auto

and reboot the system. Make sure to type the above commands EXACTLY as they
are above, the space after the equal sign is required. One should now have
enough control over the system to do normal troubleshooting.
