Problem Receiving Email with Outlook 2007

I am currently using Windows XP Pro and Microsoft Enterprise Office (Outlook
2007 Version 12 with SP1 and SP2 installed.

I have Outlook configured to receive mail from three different Pop3 accounts
(Hover, Hmail (Zimbra), and Earthlink. I am finding about 40% of my emails
are not being picked-up by Outlook from these accounts. When I log into them
using their webmail log-ins I find multiple messages which have been received
but Outlook had not downloaded to my computer. I have worked at length with
the support technicians from the three Pop3 accounts who have used remote
assistance to verify my account settings. They can find no reason for the
problem. Note that about half of my emails are being received. I was using
Cloudmark but removed it to assure it was not a factor. I have uninstalled
Outlook three times, run registry repairs/fixes, and reinstalled. Problem
continues. At the suggestion of the ISP I purchased and installed a new
router (Cisco Linksys). I have tried initiating a new Outlook.pst file but
problem still exists. If this problem involved social emails I would not
worry but some missed emails have caused finacial loss due to lost business.
Has anyone seen any similar problem or solutions?

As you are encountering this issue with multiple accounts, I wouldn't
suspect an account configuration error.
A common cause is that you have a virus scanner installed that integrates
itself with Outlook. Disable/uninstall this integration and try again.

If the emails are still in your web based mailbox, it is quite likely that
they are not downloaded after making the change. What you could try is to
move those messages to another folder in your web based account and then
back to the Inbox. For most POP3 account types, this will make the mail
client (Outlook in your case) download the message again.

Thanks for the idea Roady. Unfortunately it did not solve the problem. But
in an attempt to eliminate all possible factors, I removed my antivirus
software, registry scanners, windows defenders, etc. Then I generated new
email from another souce to see if it was delivered. Half of them came
through while the other half went to cyberspace! Even when I forward an
email from one pop3 to another, Outlook will not download it. I also checked
each Pop3 to make sure there were no filters or blocked emails etc that could
be interfering. Still no resolution... Next on the agenda is to reformat my
hard drive and start over. If that doesn't fix it I'll look for a new email
program to replace Outlook.
