problem in stopping an external USB HDD.. pls help

I have a problem using "unplug or eject hardware" to stop
my 40GB External hard drive before I disconnect it from my Dell
Inspiron 6000 laptop. I get the message: "The device "generic volume"
cannot be stopped
right now. Try stopping the device again later." And the external
drive runs continuously... I have tried with 'restart' option also..
but could not be stopped.. Finally, when I used 'shut down' option, the
external HDD stopped running.. But, I am afraid, if this persists,
datas in external HDD would get lost or even the drive also may get
damaged.. Kindly suggest me suitable actions to be taken.. Waiting for
reply...

Configuration:
Dell Inspiron 6000 notebook
2GB RAM
Windows XP Professional
100GB Hard Disk
40GB external USB HDD

What make of drive do you have? Did you check on the manufacturer's
support website to see if the issue you experience has been addressed?
Maybe your drive manufacturer has a spindown/stop utility for problems
like you are having.

Try applying Service Pack 2 for Windows XP.

An aside
My memory stick (Disgo) can be stopped on Win2k sys but not on Winxp(latest
sp), but my external usb hd can be stopped on both.

I had this issue with Windows 2000 and if I recall correctly had to delete
and recreate the RSM databases.

I have reinstalled Windows XP Professional Edition with Service Pack2..
But still, the external HDD is not getting stopped, before removal..
The external HDD is getting stopped when used in Windows 2000 OS.. So,
I feel the problem is not with external drive.. Kindly suggest me some
suitable actions
