Problem in Booting of ASUS MotherBoard A7V266-MX BIOS

I am using ASUS MotherBoard A7V266-MX-UAYZ which has the chipset "VIA
KM266", "VIA VT8235 CE".
My processor is Athlon XP 2400+ . I am using Windows 98 SE as the operating
system.

When I boot the system the follows things happen during POST (Power On Self
Test) :
When I turn on the 'ATX power switch' the "System Power LED" and the "Hard
Disk Activity LED" light up for a while and then both goes off for a few
seconds ( at this time the System turns the power OFF and the CPU fan also
stops rotating ...), then the Systems automatically turns the power ON and
the system boots normally.
The above thing only happens when I switch OFF the "Main power supply" after
shutting down the system, and then switch ON the Main power supply and turn
the ATX power switch ON. It does NOT happen when I do NOT turns the "Main
Power supply" OFF after shutting down the system.

Why does this happen ?
Is it a problem of the hardware/BIOS , or it is a feature of the
hardware/BIOS/POST .
If it is a problem or defect then what is the solution ?

I think that happens on my Asus P4B motherboard. It is almost like
when power is restored via +5VSB, the chipset turns on the power supply
and the BIOS code runs for a very short period of time. The video
is not enabled while this is happening. I think the BIOS code checks
the settings stored in the CMOS, and when the BIOS finds that automatic
power recovery is not required, the BIOS shuts the computer off again
in a second or two. It is disconcerting at first, but you'll get used
to it.

Just for fun, try setting "AC Loss Auto Restart" to [On],
and instead of turning itself on for 2 seconds, it should stay on
and boot. I think that is why the BIOS runs, to check that setting,
and then to decide to continue running or shut down again.

Do not turn off the main power.

I'd look at the power supply. It could be that the supply isn't near
big enough or it is cheap junk.

Go into BIOS and check settings about on/off switch and state after
power loss.

I had three Asus boards and they all did the same thing when turned on with
the power switch feeding the computer. I also found out if I shut off my
computer with the power strip and install a new power supply I could not get
my A7S333 to power up. ( I had it set to bootup on restoring the power) I
reinstalled the old power supply, turn off the computer with the front power
switch, reinstalled the new power supply and was able to turn it on with the
computers power switch. I still cannot figure that one out. If I would not
have seen the little green light on the mother board I would have thought
the power supply was not working.

I don't know your mobo specifically, but it is very easy to accidentally
plug the terminals for the PWR (Power switch) from your case either into the
wrong terminals or running side to side rather than front to back (whichever
is intended). If you do so you can get very weird power up type sequences.

The first thing I would check is the manual and picture of the terminals for
mounting the case leads. Errors are easy to do in this part of the assembly
and it might well be that if you can find such an assembly error, that
changing it over to correct it will solve your entire problem.
