Problem for first 2-3 minutes after XP boots

So this is a very strange problem...
If I boot up my laptop (dell 600m) runnin WinXP sp2 (all current patches), I
can login fine, but a service or something else doesn't seem to start for a
few minutes.
After I login to windows, if I launch IE, or Outlook 2003, I encounter
problems. IE won't even launch. The Iexplore.exe process starts to run, but
the actual windows won't open for about 2-3 minutes. Outlook will launch, but
won't download any messages for 2-3 minutes. Due to this, I believe they are
tied to the same root cause. I will say that after the 2-3 minutes passes
after booting up, they both run fine. I can logout of windows, and back in,
and continue to work fine. This issue only occurs if I reboot. To make it
even more confusing, I downloaded firefox, and it will launch fine, and I can
browse the web with it while IE and/or outlook are sort of just stalled.
Event viewer shows the following error pretty much everytime I boot:

Following the link provided no informatino. I have not been able to find any
info on fixing the above problem. As this error is appearing in event viewer
everytime I boot, it may be at the root of my problem.

I did compare the processes running when I first load in, and watched task
manager. After about 2-3 minutes, a few more processes start running, and
everything works great.
The processes that start after a few minutes are:

RegSrvc.exe

I uninstalled Zone Alarm, and my Virus Scanner, but continued to get the
same problem.

Like I said above, it is very strange, because firefox will work fine
immediatly, but IE, and outlook don't really to much for the first few
minutes, but once they do get going, they are fine.
Any help would be appreciated

I can't really help you solve this but I am seeing the exact same
behavior here for the last few weeks. I have a Dell Inspiron 9300 with
XP pro SP2 and all of the latest patches, I think it is started
happening after the patches in December but can't really be sure. I
will be watching this thread, hopefully someone has had more time to
investigate this

What is the status of Windows Messenger and / or MSN Messenger prior
to the problem resolving itself?

What is the StartUp type setting for the DCOM service?

Are there any other Warning or Error Reports in Event Viewer whilst the
computer is booting?

MSN Messenger will launch, but it will hang trying to login for the 2-3
minutes, like IE, and outlook.

DCom service startup type is set to automatic. Checking it as soon as I
logged in (while IE, outlook and messenger are hanging) shows that it does
start fine.

The only error in event viewer is "Com + event..." listed below.

Uninstall MSN Messenger through Add / Remove Programs
and observe whether your goes away.

Is your internet connection via a modem or router?

At what point is an internet connection established?

What CPU activity going on after the Desktop appears
before you can connect? What image name in Task Manager?

What RAM memory and what CPU speed?

How large is your hard disk and how much free disk space?

What checks have you done regarding spyware?

Uninstalled messenger, rebooted, issue continues.

My connection is via a cable modem, connected through a router. I use wifi,
but I have the same problem even when connected straight into the router with
an ethernet cable.

The internet connection is "always on" (as noted in my original post, I can
launch firefox as soon as I login, and it works fine, so I know the network
connection is working, even if outlook, IE, and messenger have issues).

Task manager shows the following right after I login:
System Idle Process 96 %
Taskmgr.exe 3%
Nothing else is really getting cpu time.

processor speed: 1500 mhz, Ram: 512mb
40 gb hard drive, 24.3 gb free space

Spyware checks: Ad-aware SE (with current definitions) and Spybot S&D (with
current definitions). Neither finds anything of significance ( a few tracking
cookies, but that's it).


Also possibly of note, if I let the computer boot up, and let it sit for the
2-3 minutes before I login, everyting works normally. For whatever reason,
there is a time delay with something starting that affects IE, Outlook, and
messenger.

The lack of CPU activity has me puzzled. You need to find out
what is starting and what starts it.

This programme is a good source of information:

It might also be helpful to see when processes start and this
programme could help in this respect:
http://www.sysinternals.com/ntw2k/freeware/procexp.shtm

You will need to use View, Select Columns to get the information
you need.

You could be looking for malware, a bad driver or something else.
Remember what we are looking for is something that seemingly
does not appear in Windows Task Manager and perhaps not in
Process Explorer.

Are there any yellow question marks in Device Manager? Right click on
the My Computer icon on your Desktop and select Properties. Hardware,
Device Manager. If yes what is the Device Error code?

Try Start, Run, type "sigverif.exe" without quotes and hit OK. What drivers
are listed as unsigned? Disregard those which are not checked.
