Problem Connecting to Internet

Recently we have begun having a problem where we connect to our isp
but are unable to load pages in explorer 6 or use ftp. ipconfig says
we don't have an ip number.

I called our isp and after an hour being on the phone with them they
suggested we call microsoft and have them help us reinstall explorer.
But am wondering if there are already instructions for doing this on
the web or if anyone has a solution as to what might be wrong thats
keeping us from connecting.
