Is it possible to print a power point presentation, or publisher document on
dark paper with a color printer? Ie. Is there a way to make the printer
print in white characters rather than assuming that the paper is white?

Your best bets are to print in a yellow or percent of
gray -- give that a try. White is not printer color. To
print white, professional printer shops do what is
called "reverse" white - that is they cover white paper
with color except on the text area to get white text...

There have been a few specialty printers that allow you to print light colors
on dark stock but they're few and far between. For all practical purposes, the
answer is no. You'd have to print on white paper and make the dark background
part of your computer file design.
