printing certificates

I'm not sure if this is the correct forum to ask this, but
here goes: I am a Medical Examiner for FAA flight
physicals. I have a Dell P4 running WXP with a HP psc 2210
all-in-one printer. Once I complete an Airman's medical
exam, I need to print up his med. certificate for the
airman to carry in his wallet. The size of the card is 3
1/2"W by 5"H.
I place the certificate into the printer and the rollers
pick it up and feed it through the printer. On some
occasions, the info appears in exactly the correct "boxes"
or spaces delineated for that purpose. At other,
completely random times, the info prints below or above
the proper sections, rendering the document useless.
I thought this problem was caused by the roller
not"grabbing"the document at the proper place, so I
fashioned an instrument to insure the card is as far
forward and to the left as possible and still the printing
is misaligned!
Any ideas on how I might correct this problem, other than
purchasing a typewriter, so I can manipulate the placement
of the document I wish to print?
