Is there a way I can control or restrict access times to a local printer for
a group ?
Any help at all would be greatly appreciated.

You can create a second "logical" printer from the same printer. You would configure
it exactly the same as the first printer, but with a different name. The you can
configure permissions and advanced properties for the printer including the time it
is available for use. --- Steve
