Print sub-system unavailable

In the process of installing a Lexmark X75 (USB)when the
PC locked up. After re-boot, unable to execute any print
functions (ie install new printer or even view print
server). Error message always appears, "print sub-system
unavailable - lack of resources". Lexmark install program
indicates that the print spooler has been turned off.

Any way to re-activate or rectify?
