"Preview" in reading pane

I have my screen configured with a bottom reading pane. Yesterday, the
reading pane started to show "previews" only--the pane has a yellow
background (was always plain white before), is labeled "Message Preview," and
the entire message is not displayed--you have to click on a separate button
at the bottom that says "Download the rest of this message now."

How do I get rid of this intermediate step and just have the full message
displayed in the reading pane, without having to click to get the whole thing?

You've got your Outlook configured to only download headers. Exact steps and
configurations depend on your account type and Outlook version but
CTRL+ALT+S-> button Edit... should bring you to the configuration screen.
