You will need to be able to log onto to each of the accounts that you wish to restrict to apply this "fix". You may also be able to use some advanced Registry editing methods, even if you can't log on to all of the accounts (see www.dougknox.com, Win XP Tips, Advanced Registry Editing).
In the right pane, locate the 1803 value. It should be set to 0 (zero). Double click this entry and change its value to 3. This will restrict the user's ability to download from IE.
