Preventing "It is now save to turn off your computer" ???

When I shutdown my Win2000 Prof computer sometimes the last screen displays a message
"It is now save to turn off your computer" and requires a manual switch of the power key.
But sometimes the computers turns off himself completely (as desired) without manual
intervention.

What is the reason for the different behavior?
How can I achieve that my computer ALWAYS turns off completely?

This problem is usually caused by APM systems on which XP (or Win2k) is
installed
because APM (Advanced Power Management) is not enabled by default in XP (or
Win2k).

Right click a blank space on your desktop, select properties, go to the
Screen Saver tab and click the Power button under Monitor power. Go to the
APM tab and select "Enable Advanced Power Management support."

If you see no such tab, go to Start and right click My Computer, select
Properties, go to the Hardware tab and click the Device Manager button under
Device Manager.

In device manager, select the View menu, and turn on show hidden devices.
In the device manager window, you will now see an entry for NT Apm/Legacy
Support (If you see no such entry, skip to the bottom of this message and
try the suggested link), expand it, and bring up the properties for the
node.

In the device usage drop down list, select Use this device (enable)
Hit the OK button and then close the device manger.
You may need to reboot, but now it should shut your computer completely off
on shutdown.

You may be able to correct that behavior by applying this registry tweak. If even after restarting Windows you see no improvement, Undo the tweak.

In Registry key HKLM\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon, add or change the value named PowerdownAfterShutdown, changing its string data of 0 to 1.

Administrator privileges are required
 
Go to your Control Panel and click on Power Options. You should have a tab
called "APM".. Make sure that there is a check mark on Enable Advanced Power
Management support... And also, to click on the tab "Advanced" and see if
the option "When I press the power button on my computer: Power Off" option
is chosen.
