Prevent "Internet Access" rights to users

How do I prevent "users" on my domain to access
the "Internet"? If possible, I do need them to continue
using the "IntrAnet"

Set up a proxy server, which requires authentication (logon credentials) to
access the internet, but is bypassed for the intranet.
