Preventing Internet Access

I currently run Windows XP Pro with 3 user accounts. To of them have access
to just about everything and have their own passwords. The other one is a
miscellaneous user account, that I want to have available for folks who want
access to files. The one thing I don't want this third account to be able to
do is access the internet. Is there an easy way to prevent that one account
from accessing the internet?

I think these are probably all good options, but I think a little more
information and maybe a step-by-step process would be helpful. These are
features of windows that I don't normally work with and so I am unfamiliar.
If there are specific user policies that I can change, that would help as
well.
