Need to prevent Inet access per user

I have one 2003 server that also serves as the DCHP server. I also have a
NAT router that I set as the default gateway in the DHCP settings. I don't
want some users to have Inet access, but I want them to have access to the
Intranet web server so I cannot just disable IE in their user profiles.

Any suggestion on how I can prevent some users from having Inet access no
matter what XP Pro PC they log onto?

Microsoft makes a product called ISA server that gives a
lot of flexiblity in what kind of access is allowed.

I would like to do it without additional software.
