prevent downloading programs from websites

Is there a way to configure IE to prevent a user from downloading programs or
applications from websites?

If so how can I do this?

I think you need to do that through the GPO by opening a Run Command and
type in:
gpedit.msc click [OK]
On the Group Ploicy locate the the:

[-] Administrative Templates:
[-]System
Group Policy = look in the Right Pane/window for Download and
install software.
