Prevent deletion of file?

I have an Excel application that I have developed and it is loaded on
the local drives of computers at work. I need to know if there is any
way to prevent this file or any file from being accidentally or
purposely deleted from the local hard drive. Users will still need to
use the application and do limited modifications.

From Start | Help and Support click on permission for info on setting file
and folder permissions.
