Prevent autodial

How can I stop all services except Internet Explorer
(i.e. Media Player, Search, Help & Support etc.) from
auto-dialing the internet?

This only seemed to have started since creating a
simple LAN. Prior to this, I always had "Dial whenever
a network connection is not present" so that Iexplorer
always auto-dialed if I clicked on a URL when off-line,
but the other services never invoked auto-dial.

Is this something I just have to put up with? Are there
some registry settings I can tweak? Why do I need to
be connected to the internet to search only for files
on local drives?
