As long as that user as admin privileges on the machine they can change
account types. The only way to try to prevent this is to change their
account so it is no longer administrator.

No, not if a user has admin privileges. Change their account to a limited
user account.

Only by removing the offending user's administrative privileges.

I have 2 users on my PC, both administrators

Then either one can do whatever he/she likes to the other account.

No, but you bring up another good reason why nobody should have
Administrator privleges except Administrator, and everybody including the
machine owner should log in as a restricted user when not actually doing
system maintenance.
