"Preparing to Install" pops up when opening up IE6, Explorer etc.

For some reason I am getting a window that pops up briefly that says it is
"preparing to install" everytime I open IE6, Explorer, Control Panel etc.
I have been searching for a clue hear but am very clueless.

Any help would be appreciated

Thank you for your prompt reply. Unfortunately, or rather fortunately,
Office programs open correctly. It is the Explorer, IE6, Control Panel etc.
that I get that pop up on.

On the second part, I used the Installer Clean up to remove my Earthlink
TotalAccess as it shows several event warnings for Earthlink in my event
viewer. I used the clean up utility as I couldn't remove it using
conventional add/remove in the control panel as it came back with "cannot
find TACORE.msi" to finish the uninstall. The add/remove program still shows
Earthlink software in there but there is no action taken when I click on it
just like it isn't there. Haven't rebooted yet, but the "preparing to
install" still pops up.

OK, clean uninstall, no traces left of Earthlink at all, but problem still
exists.
???? Perplexed in TX.

OK, received an auto responder from Microsoft if I am happy with the
response. While I appreciate all the efforts the MVP's do here,
despite what I have researched, I have hit a dead end. Most answers
deal with the Microsoft Office problems. Mine is different. It only
happens when I open my Internet Explorer, or Windows Explorer, Search,
Control Panel, Network connections folders and such. I have done the
Installer cleanup, disable and enabled the Installer services, deleted
the system temp folders, and other things I can't even recall here.

Any ideas here?
