preparing network connections..stuck

Hi, I have a 2000 server and it has been stuck on preparing network
connections for over 90 minutes. I tried rebooting and it still does not get
past. I tried safe mode w/o networking, but there I can see no network
config. If I do with networking, it hangs again with the same message. It
is single processor.

Any suggestions?

How is the nic setup?
Do you have DNS and DHCP installed and configured?
