Prefetch files

I am unable to tweakui file located in the prefetch folder. It seems
confused by the .pf extension. I'm using Windows XP home edition with SP2.
 
unable to ... what action ? delete/copy/rename ?

you should not open/run tweakui from the prefetch folder

find the original file, and try again
