Prefetch and Layout.ini

All of my setting are enabled for Prefetch in the registry. It is set
to 3. However there are no files in the folder and no Layout.ini file.
I used a small clean program called Xen which cleaned out the
prefetch and ever since I've not seen a file in there. I would like
to set it for boot files only. Any help would be great. I've ran sfc
/scannow to check for damage files the only other thing I can thing of
is that I have task sched set to disable.
