prblm opening user accounts window in control panel

haven't used the user accounts window for a long time, no
when i click on the icon, nothing happens. No matter
which user is used. What should i DO ???
HELP!!
 
Hi,

Once you get to Welcome Screen, click twice (!) on ALT+CTRL+DEL. You will
get a prompt to enter username and password.
